The final person in the disposal chain (such as a scrap metal recycler or landfill owner) is responsible for ensuring that refrigerant is recovered from equipment before its final disposal.

Types of Certification For servicing small appliances (Type I). For servicing or disposing of high- or very high-pressure appliances, except small appliances and MVACs (Type II). For servicing or disposing of low-pressure appliances (Type III). For servicing all types of equipment (Universal).

Who must certify recovery equipment used during maintenance, service or repair of small appliances that use CFCs, HCFCs, and HFCS? An EPA-approved laboratory. When servicing a small appliance found to be leaking it is; not mandatory to repair the leak but it is recommended to do so whenever possible.

When is it against EPA regulations to use system-dependent recovery equipment? When the appliance contains over 15 pounds of refrigerant.

For systems that are being completely retired or disposed of, recovery must be to the listed levels, and at least 90% of the refrigerant must be removed. This EPA certification will enable you to service or dispose of medium- to very high-pressure appliances, except in applications such as small appliances or air conditioners within motor vehicles. The focus of this education and training is geared more toward leak detection and how to properly test equipment.

EPA has approved the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) and Underwriters Laboratories (UL) to certify recycling and recovery equipment. Both organizations can provide information on certified equipment.
