21. Is there a limit on the number of hours CCAs may be scheduled on a workday? hours of daily service, including scheduled work hours, overtime, and mealtime, may not be extended over a period longer than 12 consecutive hours. Postmasters, Postal Inspectors, and exempt employees are excluded from these provisions.

A CCA also may be bumped from a hold-down to provide a PTF assigned to the same work location with 40 hours of straight time work to which he or she is entitled under Article 7.1. C of the National Agreement.

CCAs are paid double time for all work over 10 hours in a service day and over 56 hours in a ser- vice week. This is referred to as penalty overtime. CCAs are compensated an additional amount for all time worked before 6:00 AM and after 6:00 PM during a service day.

A regular carrier may be required to work parts or “relays” of routes to make up a full-time assign- ment. Additionally, the route of the “hold-down” to which the PTF opted, may be pivoted if there is insufficient work avail- able to provide a full-time carrier with eight hours of work.

Also, regular carriers, as well as CCAs may volunteer for a vacant T-6 position. Of course, any regular's route that is vacant while assigned to the vacant T-6 position, would be available for an opt while he is on detail.

This automatic conversion after reaching 24 months of relative standing will take place in every size office throughout the country, providing full fringe benefits and peace of mind to non-career carriers.
