OPM defines the four civilian position sensitivity levels as special-sensitive, critical-sensitive, noncritical-sensitive, and nonsensitive. When there is a mix of duties, the highest level of duty determines the sensitivity.

Non-sensitive = NACI (SF-85P) is not a security clearance, provides no access to classified info - is minimum required for DoD CAC card. Non-critical sensitive = ANACI for Govt civilians and NACLC for active duty and contractors, SECRET clearance. Critical sensitive = SSBI for everyone, Top Secret clearance.

Conditions that could raise a security concern and may be disqualifying include: Sexual behavior of a criminal nature, whether or not the individual has been prosecuted; ... Sexual behavior of a public nature and/or which reflects lack of discretion or judgment.

For example, a non-sensitive position has no impact on the national security. Risk has to do with a position's potential to damage the public's trust in the Federal Government. A noncritical sensitive position has the potential to cause significant or serious damage to the national security.

A Non-Sensitive Low Risk position designation means that the employee is in a low risk position that does not have sensitive duties involving public trust or national security and does not need access to classified national security information (CSNI).

A NACI check can take at least two to three months; the bulk of Secret or Top Secret security clearances can take from two to six months, with some taking over a year.
