CPARS defines five levels of ratings, with a separate definition for small business subcontracting ratings, and there is a specific guidance to justify the assignment of rating levels. Because a CPARS rating is generally valid for 3 years (6 years for construction/architect-engineer contracts), a contractor may be inclined to challenge a negative CPARS if it believes it has been unfairly evaluated.

How often are CPARS reports required and what is the COR's role in CPARS reporting? CPARS reports, mandated in FAR subpart 42.15, are required at least annually and upon the conclusion of per- formance. Performance data should be collected and document- ed continuously to support the formal CPARS evaluation.

The contractor will receive a CPARS-system generated notification when an evaluation is ready for comment. Contractors shall be afforded up to 14 calendar days from the date of notification of availability of the past performance evaluation to submit comments, rebutting statements, or additional information.
