The Clean Air Act requires the U.S. EPA to regulate emissions of air pollutants that are hazardous to human health or the environment, called hazardous air pollutants (HAPs) . The regulations are known as National Emission Standards for Hazardous Air Pollutants (NESHAP).

In ance with Section 112 of the CAA, EPA established National Emissions Standards for Hazardous Air Pollutants (NESHAP) to protect the public. Asbestos was one of the first hazardous air pollutants regulated under Section 112.

While the standards for major sources of HAPs developed per this section are also designated as NESHAPs, they are established ing to Maximum Achievable Control Technology (MACT) requirements. MACT is a technology-based standard, as opposed to the original conception of NESHAPs as a risk-based standard.
