(a) In order to qualify for SCRIE benefits the applicant must be 62 years of age or older. In order to qualify for DRIE benefits the applicant must be a person with a disability who is 18 years of age or older.

SCRIE helps eligible senior citizens 62 and older stay in affordable housing by freezing their rent. Tenants can keep paying what they were paying even if their landlord increases the rent. The landlord gets a property tax credit that covers the difference between the new and original rent amount.

Specifically, the NYC Rent Guideline Board limits how much a landlord may increase your rent each year. In June of 2022, the board set a 3.25% increase for one-year lease agreements and a 5% increase for a two-year lease agreement. This will apply to all leases signed between October 2022 to September 2023.

In general, rent stabilization in New York City applies to buildings of six or more units built between February 1, 1947 and December 31, 1973. Tenants in buildings built before February 1, 1947 who moved in after June 30, 1971, are also covered by rent stabilization.
