They were losing money on cars they couldn't ensure were safe. In 1988, the Imported Vehicle Safety Compliance Act was put into law to address these concerns. It essentially bans the personal import of any foreign vehicle not intended for the American market.

At 25 years of age import rules are relaxed, which means that cars previously unavailable to American petrolheads can be brought in without regard to whether they comply with all applicable DOT Federal Motor Vehicle Safety Standards.

The Imported Vehicle Safety Compliance Act of 1988 became law in the winter of 1988, effectively banning the import of vehicles under 25 years old that didn't comply with American safety and emissions regulations.

A motor vehicle that is at least 25 years old can be lawfully imported into the U.S. without regard to whether it complies with all applicable FMVSS.

If the vehicle is less than 25 years old and was not originally manufactured to comply with all applicable FMVSS, and/or was not so certified by its original manufacturer, it cannot be lawfully imported into the U.S. on a permanent basis unless NHTSA determines it eligible for importation.

As a general rule, motor vehicles less than 25 years old must comply with all applicable Federal Motor Vehicle Safety Standards (FMVSS) in order to be imported permanently into the United States.
