MCDP-1 states “the essence of war is a violent struggle between two hostile, independent, and irreconcilable wills, each trying to impose itself on the other.”[v] With this statement, MCDP-1 places the interaction of wills as the central theme of armed conflict, yet MCDP-1 fails to define will.

MCDP 1, Warfighting, describes the philosophy which distinguishes the Marine Corps from its sister Services – maneuver warfare. Maneuver warfare is more than a style of warfare. It is a mindset and way of thinking about war. It should shape how Marines prepare for and conduct war.

Chapter 1 focuses on the fundamental characteristics which define war. Most prominent among them is the unpredictable nature of war, characterized by uncertainty, friction, and disorder. War is fundamentally a human struggle in which the moral and mental aspects carry greater importance than the physical.

The object in war is to impose our will on our enemy. The means to this end is the organized application or threat of violence by military force. The target of that violence may be limited to hostile combatant forces, or it may extend to the enemy population at large.

MCDP 1 states that the intent of maneuver warfare is for the Marine Corps to: … shatter the enemy's cohesion through a variety of rapid, focused, and unexpected actions, which create a turbulent and rapidly deteriorating situation with which the enemy cannot cope.
