The Phytosanitary Certificate, PPQ Form 577, is used to certify that the domestic plants or plant products have been inspected according to appropriate procedures, and they are considered to be free from quarantine pests, practically free from other injurious pests, and conform to the current phytosanitary regulations ...

1.2 Mode of issue The phytosanitary certificate is an original document, or under specific circumstances is a certified copy issued by the NPPO, that accompanies the consignment and is presented to the relevant officials upon arrival in the importing country.

The fee is $6 (six dollars) for a traditional paper certificate. State inspection fees shall continue to be $50.00 for each federal phytosanitary certificate of a commercial shipment and a $20.00 fee for each federal phytosanitary certificate of a non-commercial or low value commercial shipment.

A phytosanitary certificate for export is usually issued by the NPPO of the country where the plants, plant products or regulated articles were grown or processed (1).

Phytosanitary import requirements may be obtained from local CFIA offices, from the permit to import issued by the importing country or from the importer. Information on phytosanitary import requirements that is obtained by the exporter will be verified by their local CFIA office.

Once issued, a phytosanitary certificate does not expire and may be replaced after the 30-day mark if changes need to be made. It is the exporter's responsibility to be aware of the time limits for their shipments and to ensure they are meeting those time limits.

Apply online through the USDA Phytosanitary Certification Issuance and Tracking system (PCIT) http://www.aphis.usda.gov/import_export/plants/plant_exports/pcit.shtml. Make sure you have all pertinent information regarding your shipment.
