The National Fire Protection Association defines a pre-incident plan as a “written document resulting from the gathering of general and detailed data to be used by responding personnel for determining the resources and actions necessary to mitigate anticipated emergencies at a specific facility.”

The pre-incident planning procedure used by the SFFD consists of five basic steps: Identifying fire risks, evaluating fire risk, developing response tactics, creating an incident action plan, and monitoring and assessing the success of the pre-incident planning process are the first steps.

This standard provides criteria for developing pre-incident plans to help responders effectively manage emergencies so as to maximize protection for occupants, responding personnel, property, and the environment.
