Permanent Place of Abode A resident is a person who maintains a permanent place of abode in Massachusetts and spends more than 183 days of the taxable year in Massachusetts.

Massachusetts Reciprocity Agreements: Massachusetts is a member state of the Regional Student Program which is a limited regional reciprocity agreement among select Northeastern States. Favorable college tuition rates in nearby states are sometimes possible through reciprocity although many restrictions apply.

You (or your parent, if you are a dependent student) must have lived in Massachusetts for the 12 months immediately before your enrollment at a state university or at the University of Massachusetts; or for 6 months before your enrollment at a community college.

To be eligible for the resident tuition rate, the applicant must be able to indicate residency (physical presence) and twelve months domicile in Massachusetts with intent to stay prior to the date of entry into the state college or university (six months for community colleges).

If the student's parent(s) move out of state, some states allow the student to retain state residency for a continuous period of enrollment. Other states allow the student to retain state residency for a limited period of time.

In general, students who are US citizens, permanent residents, or other eligibility non-citizens may be eligible for in-state tuition rates if they have lived in Massachusetts for at least 6 continuous months prior to semester attending and intend to remain in Massachusetts.

Not only must a person maintain a permanent place of abode in Massachusetts, but a person must also spend more than 183 days in Massachusetts to meet the definition of a resident. For purposes of determining presence in Massachusetts, a day is defined as any part of a day spent in Massachusetts for whatever reason.

Do I qualify for in-state tuition and fees? Your residency is determined by where you lived 12 months prior to starting your higher education in Massachusetts. If you did not live in Mass. for 12 months prior to starting school at your previous institution then you do not qualify for in-state tuition at UMass Lowell.
