Under Business Regulation §6-410 of the Maryland Solicitations Act, a charitable organization must mail within 30 days after receiving a request, a current financial statement at no charge to the requesting individual.

The Unified Registration Statement (URS) represents an effort to consolidate the information and data requirements of all states that require registration of nonprofit organizations performing charitable solicitations within their jurisdictions.

A consolidated registration form intended to assist nonprofits who need to file charitable registration in multiple jurisdictions. Several jurisdictions do not accept it, and the ones that do often require additional attachments.

The most recent version of the URS is v. 4.02, which was released in March 2014. Version 4.02 supports 37 jurisdictions (36 states and the District of Columbia), and requires (and includes) supplemental forms for 13 jurisdictions.

Under the Maryland Solicitations Act, a charitable organization or fundraiser who intends to solicit in Maryland generally must first register with the Office of the Secretary of State.

To request a membership exemption, please submit a copy of the organization's by-laws showing the rights of the members and a statement explaining from whom solicitations for contributions are made. An organization claiming an exemption must provide evidence of its exemption.
