By Washington State law, students identified for Highly Capable Program services are those who “perform or show potential for performing at significantly advanced academic levels compared with others of their age, experiences, or environments.

Most school districts in Washington rely on the Cognitive Abilities Test 7 (CogAT 7) to screen students of all ages for Highly Capable programs. The CogAT is a learning ability test that measures students problem solving and reasoning skills. The test includes three main segments.

HC students in Seattle schools are ones who consistently perform 2 years above grade level in math and up to 2 years above in reading and/or English Language Arts (ELA). These students learn at an accelerated pace in ELA and Math and at grade level with differentiated learning in science and social studies.

Highly capable students perform or show potential for performing at significantly advanced academic levels when compared with others of their age, experiences, or environments.

Washington's Highly Capable Program is established in state law and administered through program rules codified in the RCW and WAC. The need to guide and support districts as staff identify and serve Highly Capable students intensified following a landmark change in Washington State's Basic Education Act.

Everywhere there are kids buried in books too big for their little hands. This school is odd because it is one of Seattle's programs for Highly Capable (HiCap) students (known in Seattle Public Schools as HCC, the Highly Capable Cohort).
