Grading consists of sculpting an area of land for the needs of a specific project. The goal of grading is to: Provide the desired aesthetics of the property. Ensure proper drainage. Comply with zoning and other regulatory restrictions and requirements.

A grading permit is needed when any grading (cutting or filling operation), or any earth materials are planned to be. imported or exported to or from any grading site, except for work that complies with the exceptions listed in the Los Angeles Building Code (LABC) Section 106.1.

A grading permit or Standard Grading Plan is required when a project involves ground disturbance. A grading permit is required if the proposed project fails to meet the limitations (1-12) of a Standard Grading Plan.

A grading permit provides you formal permission to perform project grading in ance with the approved permit documents (i.e. drawings, calculations, specifications).

A grading permit is typically needed when a project will change the topography of a property through removing and/or depositing more than 50 cubic yards of soil. Grading is regulated because it can cause serious problems when not done properly.

All grading within the County of San Diego must be completed in ance with approved plans and permits. Work that involves movement of more that 5,000 cubic yards of material must be done under the supervision of a civil engineer.

(a) All persons who desire to obtain a grading permit must first obtain the County Official's approval of grading plans or improvement plans for such work. An application for grading plan or improvement plan approval, signed by the owner of the property to be graded, shall be filed with the County Official.
