PUBLIC SERVICE CO-ORDINATING BARGAINING COUNCIL.

Bargaining councils are established when employer and employee bodies (unions) in a particular industrial sector and geographical area agree to come together to engage in collective bargaining.

The PSCBC is an independent organisation established in terms of Section 35 of the Labour Relations Act 66 of 1995 (LRA), read with Sections 36 and 37. The main objective of the organization is to maintain good labour relations in the Public Service.

On behalf of the Health and Social Development Sectoral Bargaining Council (“PHSDSBC”), I bring you warm and revolutionary greetings to this very important Collective Bargaining Indaba ('Indaba').

PSCBC Resolution 10 of 1999 (Incapacity – poor performance). Incapacity: poor performance is the inability or failure of an employee to meet reasonable performance standards set by the Department, where the failure to perform is not caused by ill-health or misconduct.

The General Public Service Sector Bargaining Council (GPSSBC) was designated in terms of the PSCBC Resolution 10 of 1999 as the bargaining council of the general public sector, and was registered with the Registrar of Labour Relations on July 28th, 1999, and subsequently inaugurated on September 7th, 1999.
