This can be caused by a computer failure, resistance in the ground wire for the control side of the relay or high resistance in the power supply to the control side of the relay.

You want to feel and listen for any clicks. If you feel and hear clicks, the relay works on one side – the side with the energizing circuit and coil. However, if there was no sound from the horn, the relay has a problem along the contact circuit.

As I have stated several times previously, every mechanical relay has a little electromagnet in it, and when it is energized it pulls the internal switch contacts together. That makes an audible clicking sound. You also can feel the contacts closing if you lay your hands on the relay.

The relay clicks repeatedly because the battery is likely bad. When the battery is bad it has some output voltage but cannot sustain a load. When you close the start switch the relay pulls in which does it because it uses limited current and the battery is strong enough to pull it in, that's the click you hear.

Grab a multimeter and set it to Ohms. Touch the leads across the electromagnet coil pins and measure resistance. Anywhere from 50-120 ohms is OK. Out of range or open means a bad electromagnet coil winding and time for a new relay.
