Yes, air source heat pumps work below 20 degrees Fahrenheit—in fact, they can perform well below -10!

The Low Ambient Control Kit is designed for use in air-conditioner and heat pump products. The kit consists of a pressure switch, a service adapter tee, a 24V relay for heat pump applications, and miscellaneous parts for mounting.

Low ambient mini splits are specially-designed to operate at very low temperatures. Many can run at 100 percent efficiency down to 0°F and at decreased efficiency down into the negatives. As a result, these can work in many cold climates for much of the year with needing any supplemental heat.

A Low Ambient Kit is intended to maintain system pressures at normal levels should indoor cooling be required when outdoor temperatures are low. The kit works by slowing the condenser fan to maintain head pressure by varying the air flow through the outside evaporator coil.

Low-temperature (season) set - used for the operation of the air conditioner in cooling mode at low ambient temperatures (usually provided in the air conditioner as an optional feature).

Available in ducted and ductless varieties, heating and cooling systems from Mitsubishi Electric provide heating at temperatures as low as -13º F.

This is typically required when outdoor temperatures are below 55 degrees Fahrenheit. Installation of this control allows the suction line (low side) to remain above the point which can cause icing of coil and ultimately a unit shutdown without a low ambient kit installed.

The performance of the heat pump degrades when the ambient temperature drops low which makes less heat available for the heat pump to boost. As the temperature goes down, the heat pump uses more energy to produce less heat because heat pumps use electricity, this can be expensive!
