WHMIS is built on three pillars in regards to hazardous materials: providing Material Safety Data Sheets (MSDSs), labelling containers, and conducting worker education. The nation-wide system is governed by both federal and provincial legislation.

Provincial Legislation (OHS Regulation) covers the use of hazardous materials in the workplace. Labels, Material Safety Data Sheets (MSDSs) and worker education and training are the three communication elements of WHMIS. The key WHMIS participants are suppliers, employers, and workers.

Hazardous products are divided into two hazard groups: physical hazards and health hazards. The two hazard groups are further divided into hazard classes. Each hazard class contains at least one category. The hazard categories are assigned a number (1, 2, etc.).

There are two types of WHMIS training. General Training, which is commonly referred to as Education or Generic WHMIS Training , and Workplace Specific Training.

WHMIS 2015 applies to two major groups of hazards: physical, and health. Each hazard group includes hazard classes that have specific hazardous properties. Physical hazards group: based on the physical or chemical properties of the product such as flammability, reactivity, or corrosivity to metals.

The Ontario Ministry of Labour establishes WHMIS requirements for Ontario employers (Regulation 860 of the Occupational Health and Safety Act). Requirements include training and mandatory participation by all Ontario employers.

This education and training may be provided by the employer, or by a qualified person or agency that the employer has chosen. Regardless of who delivers the education and training, employers remain legally responsible to ensure the protection of workers.

The main components of WHMIS are hazard identification and product classification, labelling, material safety data sheets, and worker training and education.

Education and training under WHMIS (Workplace Hazardous Materials Information System) can be thought of as two separate parts. Education refers to the instruction of workers in general information such as how WHMIS works and the hazards of controlled products.
