The primary purpose of the Communication Plan is to establish discussion among all IEP team members who review the student's needs based on communication skills and access.

There are four types of strategic communication plans for an audience: informative, persuasive, collaborative, and emergency.

The Model Communication Plan (MCP) is a required component of the IEP process for students who have been identified as having the Deaf/Hard of Hearing exceptionality. This includes students who are Dual Sensory Impaired (deaf-blind).
