A year ago, New York City began a three-year pilot for a law requiring property owners to apply for and receive a Certification of No Harassment (CONH) before making major changes to their buildings (such as changes in use or demolition) for single room occupancy dwellings (SROs) and in five specific geographic areas ...

Applications may be submitted to HPD online or by submitting a paper application. Online: You may submit a CONH Application or CONH Exemption Application for SROs, Special Zoning Districts or for the Pilot Program via the HPD Enforcement Desk.

A CO confirms that the completed work complies with all applicable laws, all paperwork has been completed, all fees owed to the Department have been paid, all relevant violations have been resolved, and all necessary approvals have been received from other City Agencies.

To renew, use the PW-7 form at on.nyc.gov/PW-7. Replace a Temporary Certificate with a Certificate of Occupancy. You or the building owner must pay all outstanding violations and close all open work projects listed for your property by NYC Buildings (find using on.nyc.gov/BISweb).

For the final Certificate of Occupancy, the building owner has to first, acquire all outstanding permits and sort unresolved violations. DOB inspectors also have to visit the site and write their reports. The whole process can take up to a year or more.
