California has had a waiting period law for firearm purchases continuously since 1923. The purpose is to allow time for law enforcement to complete a background check and also to provide a “cooling off” period. The 1923 law barred delivery of a pistol on the day of purchase.

Firearm rationing The one-handgun-a-month rule changed effective July 1, 2021. You are only allowed to purchase one handgun or semi-automatic centerfire rifle in a 30-day period. You may still purchase unlimited rimfire (. 22) rifles and shotguns.

“The State of California currently prevents law abiding individuals, even those known to be fully eligible to exercise their right to keep and bear arms, from acquiring more than one handgun within a thirty day period,” explained FPC Attorney Anthony Miranda.

Waiting period laws give law enforcement additional time to perform an accurate background check and create a “cooling off” period to prevent acts of violence or suicide attempts. If sold from a federally licensed dealer, a gun can be transferred to a purchaser before a proper background check is performed.

California's more stringent gun safety measures stemmed from an explosion of shootings decades ago, including the 1989 slaughter of children in a Stockton schoolyard and a 1993 mass killing in a law office in downtown San Francisco.
