The fee is $6 (six dollars) for a traditional paper certificate. State inspection fees shall continue to be $50.00 for each federal phytosanitary certificate of a commercial shipment and a $20.00 fee for each federal phytosanitary certificate of a non-commercial or low value commercial shipment.

APHIS administers the Animal Welfare Act, which ensures the proper care and handling of all types of animals, including livestock, wild animals, and pets. In the 2014 Farm Bill, APHIS was charged with preventing the introduction or spread of plant pests and diseases that threaten US agriculture and the environment.

Established in 1972, the Animal and Plant Health Inspection Service (APHIS) is a relatively new Agency, but much of the important work that falls under its mission today has been the responsibility of the U.S. Department of Agriculture (USDA) for more than 100 years.

APHIS is responsible for regulating genetically engineered organisms, administering the Animal Welfare Act, and carrying out wildlife damage management activities. The agency's efforts support the U.S. Department of Agriculture (USDA) in its duties to protect the nation's food, agriculture, and natural resources.

The United States Department of Agriculture (USDA) requires a USDA-issued permit to import products containing plant or animal ingredients that may pose a threat of spreading diseases. USDA issues and uses permits to verify the safety of imported products at the port of entry.

Animal Care is a program under the United States Department of Agriculture's (USDA's) Animal and Plant Health Inspection Service. Our purpose is to: Ensure the humane treatment of animals covered by the Animal Welfare Act. Eliminate soring and promote fair competition at events covered by the Horse Protection Act.

Phytosanitary import requirements may be obtained from local CFIA offices, from the permit to import issued by the importing country or from the importer. Information on phytosanitary import requirements that is obtained by the exporter will be verified by their local CFIA office.

Phytosanitary certificates should only be issued for this purpose. Importing countries require phytosanitary certificates for regulated articles. These include commodities such as plants, bulbs and tubers, or seeds for propagation, fruits and vegetables, cut flowers and branches, grain, and growing medium.

Apply online through the USDA Phytosanitary Certification Issuance and Tracking system (PCIT) http://www.aphis.usda.gov/import_export/plants/plant_exports/pcit.shtml. Make sure you have all pertinent information regarding your shipment.

Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate.
