(ii) In the new type of passport booklet, 'Emigration Check Required' is printed just above the Name of father / Legal Guardian column on the last page of the booklet. (iii) If there is no stamping or printing of ECR status on the passport booklet, then the passport is a non-ECR passport (previously ECNR).

An emigrant, having an ECR passport and departing to any of the Notified Country, has to apply online on the eMigrate system (http://emigrate.gov.in). After the emigrant applies, the application will be processed online by the jurisdiction PoE office.

No registration is required for them unless they replace their passports with an ECNR category one.

For those passports issued prior to January of 2007, if there is no notation in the passport, it means that it is an ECR passport. For those passports that have been issued after January 2007, if there is no notation, it means that the passport is an ECNR or Emigration Certificate Not Required Passport.

i) You have a valid Indian Passport, which is not stamped as 'Emigration Check Required'. ii) You have a valid visa issued by destination country for travel. Registration by any emigrant in eMigrate system by filling this form is not equivalent to getting Emigration Clearance from the Protector of Emigrants.

Minors holding ECR passport issued from outside Dubai can change their ECR to ECNR status passports from the respective passport issuing authority only. Those who completed Tenth Standard can submit passport application by attaching their Certificate copy and ECNR declaration.
