A Minority Owned Business Enterprise (MBE) is a business that has it's day-to-day operations at least 51% owned, managed, and controlled by one or more minority persons. A minority is generally defined as an individual who is African-American, Hispanic, Asian-American, Native American.

​Overview. ​In 1978, the Maryland​ General Assembly enacted legislation creating the Minority Business Enterprise (MBE) Program to ensure that socially and economically disadvantaged small business owners are included in the state's procurement and contracting opportunities.

What is an MWBE certification? MWBE stands for Minority/Women-owned Business Enterprises. In some states, the two may be treated separately, and you may see MBE or WBE instead. In either case, it's a certification issued by the state that provides developmental benefits to these businesses.

Definition of a Minority-Owned Business Enterprise (MBE) Hispanic: Persons of Mexican, Puerto Rican, Dominican, Cuban, Central or South American descent of either Native American or Latin American origin, regardless of race. Asian-Pacific: Persons having origins from the Far East, Southeast Asia or the Pacific Islands.

Minority Business Enterprise (MBE) – At least 51% of this business (or at least 51% of the stock) is owned, operated and controlled by one or more United States citizens who are members of the following racial groups: African-American, Asian-American, Hispanic-American and Native-American, Asian-Pacific American.
