Penn also specified that the roads and highways should be laid out first and then the lots for purchase.

During the 1670s, he began to dream of a colony where Quakers – and all kinds of Christians – would be free to worship as they saw fit. This dream became a reality when King Charles II offered him title to a large expanse of land in the New World to pay off a substantial debt the crown owed to Penn's family.

The plan was centered on a 1,200-acre plot, laid out by surveyor general Thomas Holme in 1682. It was organized into a rectangular grid pattern with lettered and numbered streets perpendicular to each other and broader civic-oriented streets for commerce and transportation forming the grid's main axes.
