If you're a bona fide resident of Puerto Rico during the entire tax year, you generally aren't required to file a U.S. federal income tax return if your only income is from sources within Puerto Rico.

An individual who changed his residence to Puerto Rico during the taxable year must file a return in Puerto Rico to report all income earned (from whatever sources derived) from the date of change of residence to the end of the taxable year (December 31).

While the Commonwealth government has its own tax laws, Puerto Rico residents are also required to pay US federal taxes, but most residents do not have to pay the federal personal income tax.

Register for a withholding tax account through the Puerto Rico Department of the Treasury. Employers need to complete the application form SC4809 Information of Identification Number – Organizations (Employers) (this form is in both Spanish and English and does contain instructions).

Form 499R-1 (Monthly Deposit of Income Tax Withheld) - This form is used to deposit the taxes withheld during the prior month. Form 499-R-1B (Employer's Quarterly Return of Income Tax Withheld) - This return must be filed on or before April 30, July 31, October 31 and January 31 of each year.

You must become a resident of Puerto Rico, and you must reside there for at least 183 days a year, or meet one of several other tests that are less clear cut.

Use Form OR-W-4 to tell your employer or other payer how much Oregon income tax to withhold from your wages or other periodic income. Instructions for employer or other payer. Enter the business name, federal employer identification number (FEIN), and address in the “Employer use only” section of Form OR-W- 4.
