OSPAR is so named because of the original Oslo and Paris Conventions ("OS" for Oslo and "PAR" for Paris).

OSPAR's strategic marine litter objective is to “Prevent inputs of and significantly reduce marine litter, including microplastics, in the marine environment to reach levels that do not cause adverse impacts to the marine and coastal environment with the ultimate aim of eliminating inputs of litter” .

The work of the OSPAR Commission is formally governed by the Rules of Procedure of the OSPAR Commission. Work to implement the OSPAR Convention and its strategies is taken forward through the adoption of decisions, which are legally binding on the Contracting Parties, recommendations and other agreements.
