The family member needs the title, a certified copy of the death certificate or the letter (form VR-278 or VR-264P) sent by the MVA notifying the surviving vehicle owner that the title must be transferred to remove the deceased owners name.

Mail your license plates to MDOT MVA headquarters, Attn: CRTR, 6601 Ritchie Highway N.E., Glen Burnie, MD 21062. Sending tags by certified mail with return receipt requested is recommended. Return tags to any MDOT MVA authorized tag and title service.

Gifting a car has two specific changes that you need to be aware of. Firstly, the purchase price of the car has to be marked as “Gift” on the Bill of Sale (Form VR-181). You and the family member you're gifting the car to must both complete Form VR-103, Application for Maryland Gift Certification.

A vehicle owner can designate a beneficiary to receive ownership of a Maryland titled vehicle upon their death. Since the designation is made prior to the death of the individual, the vehicle will not be considered part of the estate, therefore Letters of Administration will not be required for transfer.

You can apply for a title (and registration) in person at any of the MVA's full service branch offices. You also can mail the documents to the MVA's Mail in Title Unit in the Glen Burnie office, or go to an MVA licensed tag and title service where they will assist you in applying.

If the vehicle is titled in your name alone, then upon your death, the vehicle must go through the probate process for your executor to either sell or retitle your vehicle.
