Open Enrollment Process Note that open enrollment applies to all students in grades K-12. Preschool, eligible individuals, may apply for open enrollment. However, parents may not make an application to open enroll their nondisabled preschooler.

Open enrollment policies may be either mandatory or voluntary. Under mandatory programs, districts must allow for open enrollment. Under voluntary programs, districts may choose whether to allow for open enrollment. There are no open enrollment policies in North Carolina.
