Sick Leave Restriction is a management tool for improving productivity, efficiency and overall public service. It is used to address attendance problems or misconduct involving leave abuse, and to give employees notice that they may be violating Civil Service Rules governing appropriate sick leave use.

Employees are required to be regular in attendance. Failure to be regular in attendance may result in disciplinary action, including removal from the Postal Service.

The Postal Service offers generous annual (vacation) and sick leave – 13 days of annual leave per year for the first 3 years, increasing to 20 days per year after 3 years of service, and to 26 days per year after 15 years of service.

You must call the Interactive Voice Response system at 877-477-3273 to report any unscheduled leave as soon as possible. To request unscheduled leave, select option 4 when prompted.

An employee may sign, in his/her capacity as a union steward, agreement for his/her own request for a temporary schedule change (using PS Form 3189) prior to presentation to the supervisor involved for approval.

The supervisor is responsible for approving or disapproving requests for sick leave by signing PS Form 3971, a copy of which is given to the employee.

An eligible employee may request and must be allowed up to a total of 12 workweeks of absence during a Postal Service leave year for one or more of the reasons listed in 515.41a through 515.41e(a) through 515.41(e) and up to 26 workweeks during a single 12-month period to care for a covered service member with a ...
