NRCS wetland protection policy defines wetlands as areas, natural or artificial, that have hydric soil, hydrophytic vegetation, and indicators of wetland hydrology. Generally, wetlands include swamps, marshes, bogs, many bottomland hardwood areas and similar areas.

What are HEL and wetland determinations? Filing Form AD-1026 may trigger USDA to provide a technical decision or determination to communicate whether a field is HEL or contains wetlands.

HEL status determinations are applicable to each field. Selection of 1 of the following HEL values is required for each field: • HEL, field determined highly erodible • NHEL, field determined not highly erodible • UHEL, field undetermined • EHEL, field exempt from a determination needed.
