WHAT IS A TITLE I SCHOOL? Title I is a federal education program that supports low income students throughout the nation. Funds are distributed to high poverty schools, as determined by the number of students who qualify for free or reduced lunch.

Title I is the federal government's biggest program for elementary and secondary education. Its purpose is to give extra money to schools and school districts that serve many low income and struggling students.

Title I Part A provides federal dollars for supplemental educational opportunities for children who are most at risk of failing to meet the State's challenging content and performance standards. Title I gives districts the opportunity to create two types of school-based programs.

Massachusetts funds public schools like almost every other state in the nation: with a combination of local property taxes and state money that together account for roughly 95 percent of school funding. A much smaller amount (about 5 percent) comes in the form of federal grants.

Title 1 is the largest federally funded educational program. The program provides supplemental funds to school districts to assist schools with the highest student concentrations of poverty to meet school educational goals. A title 1 school is a school receiving federal funds for Title 1 students.
