The central purpose of The Community Development Banking and Financial Institutions Act of 1994 (the CDFI Act) was to create a CDFI Fund to promote economic revitalization and community development by investing in and assisting CDFIs through equity investments, capital grants, loans and technical assistance support.

Minimum Prudent Standards Minimum Prudent Standards are indicators, based on organization type, used by the CDFI Fund to evaluate the loan portfolio quality, financial track record, and financial projections of CDFIs applying for Financial Assistance or Technical Assistance from the CDFI Fund.

A CDFI must maintain accountability to residents of its Investment Area(s) or Targeted Population(s) through representation on its governing board or otherwise. Populations Board members may be: Residents of the Investment Area. Low-Income individuals who live or work in the area served.

Four types of institutions are included in the definition of a CDFI: CD banks, CD credit unions, CD loan funds (most of which are nonprofit), and CD venture capital funds.

The CDFI Fund produces annual research reports and periodic research briefs. They are based on the analysis of primary source data derived from reporting required by the CDFI Fund's awardees and allocatees to the data collection system, known as the Community Investment Impact System or CIIS.

The CDFI Fund's mission is to expand economic opportunity for underserved people and communities by supporting the growth and capacity of a national network of community development lenders, investors, and financial service providers.

Community development venture capital funds provide equity and debt-with-equity features for small and medium-sized businesses in distressed communities. They can be either for-profit or nonprofit and include community representation.

Unlike other financial institutions, CDFIs rely less on credit scores when providing loans and other products. In addition, they emphasize developing long-term relationships with members of the community to help them gain financial literacy, establish savings goals, build credit and access affordable loans.
