United Nations Declaration on the Rights of Minorities requires states to protect the existence and identities of minorities. It also calls upon states to encourage the promotion of national or ethnic, cultural, religious and linguistic identities.

The Majority Rule, Minority Rights Principle practiced in a democracy protects minority rights by ensuring that even if a majority decision is followed, that decision should never impinge on the fundamental human rights of minorities. This Principle is based on the beliefs and elements democracy is founded upon.
