The Power Cost Adjustment (PCA) is a mechanism that permits utilities to regularly adjust the price of electricity to reflect fluctuations in the cost of fuel, or purchased power used to supply electricity. The cost to make electricity is affected by the price of coal and fuel.

Monthly electric bills are a product of how much electricity you use per month and your electric rate. In Idaho, the average monthly electric bill for residential customers is $118/month, which is calculated by multiplying the average monthly consumption by the average electric rate: 1,119 kWh * 11 ¢/kWh.

In order to calculate the Power Cost Adjustment factor, you begin with taking the total cost for monthly power ($) and divide it by the total monthly power (kilowatt hour- kWh). The cost per kWh is then subtracted from the base rate of $0.005. That is the PCA for that month.

Custom incentives for cost-effective projects are based on the first year annual energy savings of the project and the project cost. The financial incentive is: 18 cents per kilowatt-hour(kWh) saved per year, or. 70% of the eligible project cost, whichever is less.

The Fixed-Cost Adjustment (FCA) annually adjusts rates up or down to recover the difference between the fixed costs authorized by the Idaho Public Utilities Commission (IPUC) and the actual fixed costs Idaho Power recovers from customers through energy sales during the previous year.
