Arunachal Pradesh, Mizoram, Nagaland, Manipur, Lakshadweep, and Himachal Pradesh have Inner Line Permits. An Inner Line Permit (ILP) is a legal document issued by the concerned state government that allows an Indian citizen to enter a protected area for a limited time.

Planning to visit Manipur If you are staying for a longer period, you may apply Regular Inner Line Permit which is valid for 90 days. For applying a regular permit, a sponsor is required who is a permanent resident of Manipur.

The Foreigners (Protected Areas) Order 1958 stipulates that a Protected Area Permit (PAP) is required for foreigners to visit certain areas of Northeast India. Indian citizens who are not residents of these areas need an Inner Line Permit (ILP) to enter these places.

The cost breakdown of an Inner Line Permit is as follows: Environment fee: ₹ 400. Red Cross donation: ₹ 100. Wildlife protection fee: ₹ 20/day.

Inner Line Permit (ILP) is an official travel document issued by the Government of India to allow inward travel of an Indian citizen into a protected area for a limited period.

Genuine citizens/residents by virtue of birth possessing voter ID cards will not need ILP in Meghalaya. Only visitors/travellers coming to the state for a purpose will need ILP just like they do in Arunachal Pradesh, Nagaland or any other state coming under the ambit of Bengal Eastern Frontier Regulation (BEFR) 1873.

Assam finance minister Himanta Biswa Sarma said, “There will be no ILP. How can Assam have the ILP system…it can't. In fact there is no proposal to government for ILP in Assam.” Sarma explained that enforcing ILP in the state will only bring negative development.

The Inner Line Permit (ILP) is significantly easier to get. However, NRIs (Indian who are staying abroad for more than 6 months), PIO Card holders, and OCI holders are not eligible for Inner Line Permit. They will have to apply for a regular protected/ Restricted Area Permit.

The ILP is an official travel document required to visit four Northeastern states, namely, Arunachal Pradesh, Mizoram, Manipur and Nagaland. WHAT IS AN INNER LINE PERMIT? An Inner Line Permit, simply put, is a travel document that is required by non-natives to visit these four Northeastern states.

Government employees travelling for official purposes are exempted from obtaining ILP but are required to carry a photo identification card with them at all times. Tourists arriving by air can obtain passes from the Security Officer on arrival at Lengpui Airport, Aizawl.
