An HPD is a self-declared list of ingredients in building materials by the product manufacturer. An EPD (Environmental Product Declaration) is based on specific rules and requirements for each product type which is verified by a third party panel.

Who Needs to Register. Property owners of residential buildings are required by law to register annually with HPD if that residential property is a multiple dwelling (3+ residential units) or a private dwelling (1-2 residential units) where neither the owner nor the owner's immediate family resides.

Registration forms may be obtained through the (PROS). Registration forms are also available at each Borough Code Enforcement office, or our Registration Assistance Unit (RAU) can be reached at register@hpd.nyc.gov or 212-863-7000 and is located at 100 Gold Street, Manhattan.

Annual registration costs $13. You will be billed for this amount by the Department of Finance (DOF) on your July Property Tax Bill (PTB). Payment must be made directly to DOF through CityPay, by submitting your PTB payment coupon, going in person to a DOF business center location, or by mailing your payment.

A Department of Housing Preservation and Development Violation, better known as an HPD violation, is issued when building codes are not complied with. These types of violations are not heard through the Environmental Control Board (ECB) and have unique requirements for being resolved.
