When an Escrow Officer prepares documents to finalize a closing, one of the forms which may not seem important is the “Preliminary Change of Ownership Report” or “PCOR” as we call it.

A Preliminary Change of Ownership Report (PCOR) is required whenever a document evidencing a change of ownership is recorded. If a PCOR is not received, the Assessor Department will mail you a Change of Ownership Statement (COS).

The Preliminary Change of Ownership Report is a document that is created and filed with municipal authorities at the time of sale. It contains key information about the buyers (name, phone number, etc), the property (address, occupancy, condition of the property, etc), and additional information as needed.

What Is The Purpose of A PCOR? A PCOR allows the county tax assessor to properly assess taxes on properties. It also provides the assessor with a mailing address for tax statements. From the PCOR, the county assessor is able to determine which properties require reappraisal under the law (i.e., Proposition 13).

What Is A PCOR? A PCOR is specific to California real estate transactions. It is issued by the State Board of Equalization per Section 480.3 of California's Revenue and Taxation Code. It is a form used to notify the county assessor's office of real property transactions (buys and sells).

If it is a gift, the donor should ask their tax advisor whether they must file a gift tax return this year. A new owner fills out, dates, and signs the PCOR. It does NOT need to be notarized. Describe the property being transferred, and any included personal property or manufactured homes.

Known as a Preliminary Change of Ownership Report (PCOR), this form is usually signed by the owner during escrow and then filed with Recorder Division by the title company when the deed is recorded. The Recorder Division then forwards the PCOR to the Assessor with copies of the deeds.

The law requires the owners of any property that has changed ownership (except those caused by the death of an owner) to file a change in ownership statement (PCOR) when the transfer is recorded, or, if not recorded, within 45 days of the date of transfer.
