Yes, NEM 3.0 has been approved as of December 15, 2022 and will go live in April 2023. Is NEM 3.0 retroactive? No – utilities have to grandfather NEM customers in either NEM 1.0 or NEM 2.0 into their existing net metering rate for 20 years, unless you add capacity to your system.

Though the decision has been made, solar activists are pushing for a rehearing. New solar customers can secure the current net metering policy by submitting an interconnection application before the April 15, 2023 deadline. Read on to learn more about the new rules and how they'll impact Californians.

In the event of a new NEM tariff, NEM 2.0 customers are grandfathered to their tariff for 20 years from their PTO date. The 20-year NEM tariff grandfathering does not include grandfathering for your Time-of-Use rate. To participate in NEM 2.0, customers must have a compatible meter. SMART meters are compatible.

Southern California Edison (SCE) now offers a Generation Meter Adapter (GMAs) for eligible Net Energy Metering(NEM) customers. GMAs offer an alternative interconnection option to traditional supply-side connections (also called “line-side taps”). About GMAs. GMAs are devices placed on meter sockets.

The NEM 2.0 tariff governs how rates are calculated for rooftop solar customers as their panels interact with the grid throughout the day. The NEM tariff allows customers to receive a financial credit on their electricity bills when their rooftop solar system sends excess electricity to the electric grid.

After years of back and forth before coming to a proposed decision, on December 15, 2022, the California Public Utilities Commission (CPUC) voted unanimously to approve California's third iteration of net metering, or NEM 3.0.

On April 15, 2023, new solar customers will be enrolled in the new Net Billing Tariff (NBT) where customers will be credited for electricity they export based on its value to the grid.

The NEM 3.0 timeline began in August 2020 when CPUC initiated reform for the current version. The CPUC carried out the main proceedings in 2021, and the final ruling occurred at the end of 2022. As NEM 3.0 is now law, the new California net metering changes will take effect in spring 2023.

Net Energy Metering 101 The NEM option allows you to receive a credit for the surplus electricity you supply to the electric grid. This credit will then be applied to your energy bill, to offset all or part of the costs associated with the energy you consume each month.
