Who has to complete an AFHMP? Developers/sponsors are required to engage in affirmative marketing to target persons identified as “Least Likely to Apply” due to their representation in the housing market and to make such persons aware of available affordable housing opportunities.

AFHM Plans must be reviewed at least every five years or when the local Community Development jurisdiction's Consolidated Plan is updated, or when there are significant changes in the demographics of the project or the local housing market area.
