PRINCIPAL PURPOSE(S): Used to establish Government time in service requirements in order for the employee (including appointees and student trainees) to be eligible for travel and transportation expenses when transferred to positions outside the Continental United States (OCONUS).

Home leave is established as a means for Federal employees to have the opportunity to visit the United States or its territories or possessions and reconnect with their fellow citizens between assignments to positions which require service abroad.

DD Form 1614 Used as a request and order for all official travel by a civilian employee and his or her family on a permanent change of station (PCS) or TCS order. Not to be used for a contractor's travel.

Home leave is an entitlement to additional leave that is granted to employees who complete 24 months of continuous service overseas. 5 U.S.C. 6305. To qualify for this benefit, the employee must also qualify for the entitlement to accumulate up to 45 days of annual leave as provided in 5 U.S.C.

Home leave is a leave category available to employees who are permanently assigned to an overseas area, were originally recruited for an overseas assignment from the United States (including its territories or possessions), and have completed a one-time requirement of 24 months of continuous service abroad.
