A building warrant is valid for three years from the date of issue. You can apply for an extension if the work has not been completed in that time.

A building warrant may be extended by submitting an extend period of validity application form (model form C) and paying the £100 application fee. The first extension is for 9 months and any further extension is at the discretion of the building standards manager.

There are 2 separate options for obtaining Retrospective Permissions – these are known as a Late Building Warrant and Late Completion. A late Building Warrant is for when works have started but are not fully complete and Late Completion is for when all works are complete, with permission being required.

After the building work They will accept or reject the certificate within 14 days. If your certificate is rejected they will tell you why. You must have an accepted completion certificate before you can move into or use your newly built home or extension.

Under the Building (Scotland) Act 2003, it is an offence to occupy a new building, a conversion or an extension unless the relevant completion certificate has been accepted. Buyers, solicitors, banks and building societies may need to see the certificate before you can sell or lease a property.

Your local council will assess your application - this can take around 20 working days. At this stage, your local council's Building Standards department will decide whether it meets Scottish Building Standards or not. If not, it will ask you for more information.

From October 2013 regulation 41(bd) of the Building (Procedure) (Scotland) Regulations 2004 requires a fire safety design summary to be submitted with the completion certificate where it relates to the construction of, or conversion to, a new non-domestic building.

What is a completion certificate? A completion certificate confirms that a building has been constructed, demolished or converted in ance with the relevant building warrant. It also confirms that the building complies with Building Regulations.
