Perhaps the most well-known requirement of the Eastside Screens is the 21-inch Rule. Simply put, the 21-inch rule prohibits the logging of live trees that are 21 inches or greater in diameter at breast-height (DBH).

The National Forest Management Act (NFMA) of 1976 requires every national forest or grassland managed by the Forest Service to develop and maintain an effective Land Management Plan (also known as a Forest Plan).

The amendments scrapped the “21-inch rule,” which prohibited cutting trees larger than 21 inches in diameter. The rule is seen among many in the conservation community as one of the most significant protections for large trees in dry-side forests.

Oregon rules limit clearcuts to 120 acres, and adjacent areas in the same ownership cannot be clearcut until new trees on the original harvest site are at least four feet tall or are four years-old and the stand is free-to-grow.
