You must register with the Illinois Department of Revenue if you conduct business in Illinois, or with Illinois customers. This includes sole proprietors (individual or husband/wife/civil union), exempt organizations, or government agencies withholding for Illinois employees.

You can register to receive an IBT number in one of the following ways: Visit an Illinois Department of Revenue office. Go to a regional office of the Illinois Department of Revenue in person and speak with a representative. They will provide you with the necessary paperwork and receive and file it when you are done.
