On February 15, 2023, the Securities and Exchange Commission (“Commission”) adopted rule amendments to shorten the standard settlement cycle for most broker-dealer transactions from two business days after the trade date (“T+2”) to one business day after the trade date (“T+1”).

The settlement date is the date when a trade is final, and the buyer must make payment to the seller while the seller delivers the assets to the buyer. The settlement date for stocks and bonds is usually two business days after the execution date (T+2).

Settlement date is a securities industry term describing the date on which a trade (bonds, equities, foreign exchange, commodities, etc.) settles. That is, the actual day on which transfer of cash or assets is completed and is usually a few days after the trade was done.

Definition: Settlement date is the day on which a trade or a derivative contract must be settled by transferring the actual ownership of a security to the buyer, against necessary payment for the same.

In 2017, the move by most stock exchanges was towards adoption of T+2 (trade date plus two days). For example, the United Kingdom adopted T+2 in October 2014 and the United States adopted T+2 in September 2017.

For bank certificates of deposit (CDs) and commercial paper, the settlement date is the same day as the trade or transaction date2. For mutual funds, options, government bonds, and government bills, the settlement date is one day after the trade date3.

9:00 AM ET on the settlement date.

Typically, the settlement date and issue date are the same, as the settlement date is when a security actually exchanges hands. But there are times when the two can be different, concerning specific types of securities.
