The Renewables Portfolio Standard (RPS) is one of California's key programs for advancing renewable energy. The program sets continuously escalating renewable energy procurement requirements for the state's load-serving entities. Generation must be procured from RPS-certified facilities.

The new law targets 60 percent renewable energy by 2030 and commits to a 100 percent zero-carbon energy supply by 2045.

For example, California enacted its CES in 2018, which requires the state's utilities to generate 100% clean electricity by 2045. As part of the CES, the state RPS was increased to require 60% of electricity must come from renewable sources by 2030.

Note that California does not have a specific SREC market, although it does have a broader TREC (Tradeable Renewable Energy Credit) market, and owners of SRECs can sell them to other states that accept out-of-state REC trading.

California's RPS program was established in 2002 by Senate Bill (SB) 1078 (Sher, 2002) with the initial requirement that 20% of electricity retail sales must be served by renewable resources by 2017. The program was accelerated in 2015 with SB 350 (de León, 2015) which mandated a 50% RPS by 2030.

California's REC market is tracked by the Western Renewable Energy Generation Information System (WREGIS), which tracks renewable energy generation and creates WREGIS certificates for every REC generated. The WREGIS certificates (or RECs) are used to demonstrate compliance with state RPS policies.

RPS-eligible resources include solar, wind, geothermal, small hydroelectric, or biopower facilities that are located within the Western Electricity Coordinating Council (WECC) region, which encompasses fourteen western U.S. states and portions of Canada and Mexico.

To replace solar at sunset, California generally uses hydropower, imports from other states and natural gas power plants.
