To file an adoption, first, you need to complete the Adopt A Road Form provided by your local government. This form typically requires details about the road you wish to adopt and your commitment to maintain it. After filling out the form, submit it to the appropriate authorities for approval. Once approved, you can begin your journey in caring for the community road.

To adopt a state highway, a business, community organization or individual must file an application online (click here) requesting permission to adopt a segment of state highway. Once the application is approved, the applicant must execute an Agreement with the Clean Communities Council.

This program is FREE to join and requires a volunteer to pick up litter (and recyclables) along both sides of an adopted road segment (in the right-of-way), including bus stops and shelters.

Non-profit groups interested in adopting a road segment are exempt from the initial fee of $550. However, due to declining resources, no sign will be provided.

The take rate is pretty solid. TxDOT says about 8% of the state's roads—some 6,800 miles—are cleaned up by Adopt-a-Highway volunteers in roughly 3,400 different groups. The program saves the state some $5 million in highway maintenance costs each year, per the Tyler Morning Telegraph.
