(d) Each pilot in command who (though not deviating from a rule of this subpart) is given priority by ATC in an emergency, shall submit a detailed report of that emergency within 48 hours to the manager of that ATC facility, if requested by ATC.

If you deviate from an ATC clearance in an emergency, you must notify ATC as soon as possible. If you are given priority by ATC in an emergency, ATC may request that you submit a detailed report within 48 hr. to the manager of that ATC facility. The report may be required even though no rule has been violated.

The operator must file a report on NTSB Form 6120.1 or 6120.2, available from the NTSB Field Offices, or the NTSB, Washington, D.C. 20594: Within ten days after an accident. When, after seven days, an overdue aircraft is still missing.

3109. When would a pilot be required to submit a detailed report of an emergency which caused the pilot to deviate from an ATC clearance? Within 48 hours if requested by ATC. 3110.

Items to be Reported. Date and time (UTC) of incident. Location of incident and altitude. Identification and type of reporting aircraft, aircrew destination, name and home base of pilot. Identification and type of other aircraft, aircrew destination, name and home base of pilot.

While the FAA is responsible for promulgating rules (e.g., the federal aviation regulations) and enforcing them, the NTSB acts as a neutral arbiter to provide pilots and other airmen with an ostensibly unbiased review of the FAA's enforcement decisions.

To be considered timely, reports must be delivered or postmarked within 10 days of the incident unless that period is extended for good cause.

In case emergency authority is used to deviate from provisions of an ATC clearance, the pilot-in-command must notify ATC as soon as possible and obtain an amended clearance.
