When to Use Contract Award Forms. Contract Solicitation Forms: Standard Form 18 (SF 18). Request For Quotation (RFQ) is used to solicit quotations from vendors/offerors (use in obtaining price, cost, delivery, and related information from suppliers) under simplified acquisition procedures.

The main difference between RFP and RFQ is that an RFQ is sent when a business already knows what they want to purchase and only needs more information about the price, and an RFP is sent when a business needs more detailed information about the product or service itself.

The only significant difference between “RFP” and “RFQ” is not in the evaluation method and types available, but in the differing points at which offer and acceptance occur. Both an “RFP” and an “RFQ” can trade off price against non-price factors.

Established the definition at 13.101: Simplified acquisition threshold means $100,000 (but see 13.103(b)). In the case of any contract to be awarded and performed, or purchase to be made, outside the United States in support of a contingency operation, the term means $200,000.

SF 18 is prescribed for use in obtaining price, cost, delivery, and related information from suppliers as specified in 13.307(b). SF 1449, as prescribed in 53.212, or other agency forms/automated formats, may also be used to obtain price, cost, delivery, and related information from suppliers as specified in 13.307(b).

The main difference is the purpose. An RFQ is sent when you know exactly what product/service you want, and you really only need to know the price. An RFP is sent when it's more complicated and you want to evaluate many factors besides price before making a decision.

The RFI is a request for information, the RFP is a request for proposal, and the RFQ is a request for price quotation. They are official documents issued by a government contracting body that's getting ready to purchase a product or service, but not all are suitable for every vendor to pursue.

An RFP is used where the request requires technical expertise, specialized capability, or where the product or service being requested does not yet exist, and the proposal may require research and development to create whatever is being requested.
