The Central Valley Project was built primarily to integrate California's water way to protect against crippling water shortages and hazardous floods; it also produces hydroelectric power and provides flood protection, navigation, recreation and water quality benefits.

Construction of major CVP facilities began in 1938 with breaking of ground for Shasta Dam on the Sacramento River near Redding in Northern California. Over the next five decades, the CVP was expanded into a system of 20 dams and reservoirs that together can hold nearly 12 million acre-feet.

Central Valley Project Background The CVP got its start in 1933 as a state-funded project to manage flooding, store water and produce electricity. But the CVP ran into Depression-era financing difficulties. Attempts to obtain federal grants and loans failed, and the state asked the federal government to take over.

The San Joaquin Valley is ground zero for many of California's most difficult water management problems—including groundwater overdraft, drinking water contamination, and declines in habitat and native species.

The California Legislature authorized the future Central Valley Project as a state project in 1933. The act authorized the sale of "revenue" bonds not to exceed $170 million. Even with the authorized revenue bonds, California found itself unable to finance the project.

The 160-acre limitation rule endured many challenges in the course and Congress, aimed at eliminating various exemptions in reclamation law that allowed farmers with much larger landholdings to receive CVP water.

The plan would move 120 million acre-feet of water annually up to 3000 miles away. The ballsy plan was drawn up in 1964 by Parsons, an engineering firm in Anaheim, and studied by the US Army Corps of Engineers. And it gained some serious momentum with scientists and political figures.

Extending 400 miles through central California, the Central Valley Project (CVP) is a complex, multi-purpose network of dams, reservoirs, canals, hydroelectric powerplants and other facilities. The CVP reduces flood risk for the Central Valley, and supplies valley domestic and industrial water.
